Most participants have been well-educated in academic writing, which often suits demonstrating knowledge to a supervisor but is less effective for producing committee papers and central agency approval documents.

Common issues include:

• The argument is lost in bureaucratic detail.
• The arguments for and against are not well presented.
• The logic of the argument can lack structure.

A rapid approach to engaging stakeholders and representing their views diligently is needed to achieve speed from concept to contract.
